World War I was supposed to be the "end of all wars". In the beginning of World War I, Russia was managing well gaining land after battling Germany. As December hit, Russia was very well under-armed. There were more soldiers than ammunition, so most were sent into the midst of war without a weapon. On top of that, there was supposedly 1 medic for every 10,000 soldiers. It is said, "In recent battles a third of the men had no rifles. These poor devils had to wait patiently until their comrades fell before their eyes and they could pick up weapons. The army is drowning in its own blood." Nicholas II believed that the war would get the people to fall in love with him. In December, Russia struggled greatly in World War I.
