The Compromise of 1850 states that California would be a free state. Slave trade was illegal in Washington D.C. The rest of the land gained from the Mexican War (Utah and New Mexico) would decide if they wanted slavery in their territory or not by voting. This is called popular sovereignty. A new Fugitive Slave Law was passed (affected the whole country).
