The stakeholders present are citizens of the U.K., the government, and people not familiar with technology. The citizens of the U.K. now have to be cautious when it come to data on their computers. The government in the U.K. has the ability to hack into a random person's device because its "for a case". The government says that this will ensure the safety of Britain's citizens online and offline. People not familiar with technology may be gullible to a fake hacking. They may not be able to recognize a hack from the government or a hack from a legitimate hacker.
