The report clears Ballinger of any illegality in disposing of the Cunningham coal claims. The report recommends that Alaskan coal fields not be sold to private interests, but retained as public lands, leased, and developed "to the benefit of all the people." The second point was understood as an endorsement of the Pinchot position on Alaskan coal fields
