apr 20, 1898 - Signs Joint Resolution known as the "Teller Amendment"" (30 Stat 738) recognizing independence of Cuba from Spain and demanding that Spain "relinquish its authority and government in the Island of Cuba and withdraw its land and naval forces . . ." Further the Resolution urges the President to use the US military "as may be necessary" to put the resolution to effect. The United States disclaimed "any disposition or intention to exercise sovereignty, jurisdiction, or control over said Island."
