apr 22, 1892 - Ratifies a Convention with Great Britain (27 Stat 947) agreeing to submit to an arbitration tribunal disputes with the U.S. concerning jurisdictional rights in the Behring Sea and also concerning the preservation of fur-seals. Agreement on the convention had been reached on 02/29/1892 and it was proclaimed on 05/09/1892. This negotiation had been mentioned in the Second Annual Message
