jan 5, 1892 - In Special Message to Congress proposes funds be provided to charter a ship to take food supplies to offset a famine in Russia. This is immediately followed by passage of a Joint Resolution in the Senate. The resolution was not approved in the House where opponent argued that the government had not assisted US citizens in distress and that the cost of providing the aid to Russia would prove to be as great as the aid itself
