may 22, 1872 - Signs the "Amnesty Act". It addressed Section 3 of the 14th Amendment which prohibits office-holding at the State or Federal level by any person who has taken an oath to support the Constitution and engaged in rebellion. The Act removed this "disability" except for members of of the US Congress and holders of high office in the US serving from 1861-1865. The Amendment permits Congress to remove the disability by a vote of two-thirds of each House.
