APP has not located the official text of this order, although it was prominently noted in the Annual Message, Reports of the Commissioner of Internal Revenue, and newspapers. The case is interesting because of the apparently high degree of personal presidential involvement in consolidation decisions, and the fact that the reduction in previously filled patronage positions made this an action of real partisan significance
