jan 28, 1861 - By Special Message, informs Congress of a communication from the State of Virginia requesting agreement by the President and seceding states “to agree to abstain. . . from any and all acts calculated to produce a collision of arms. . . “ Buchanan states that only Congress has power to enter such an agreement, and that his duty is to defend and protect public property “so far as this may be practicable.”
