The Act was, apparently, a second attempt of the Whigs to create an institution that could become in effect the Bank of the United States. In a long message, Tyler objects that "it can not be regarded as other than a bank of the United States, with powers seemingly more limited than have heretofore been granted to such an institution." The House sustains the veto on 09/10/1841
