Notes that "it appears. . .that the State authorities are actively organizing their military resources. . . " Warns against allowing the people of a single State to take actions that would "hazard the liberties and happiness" of all others in the Union. Calls for enactment of laws authorizing the President to enforce Federal law in the face of State resistance
