Description:

Requires schools to provide disability services to expelled students and assume greater responsibility in providing students with disabilities access to curriculum.
Requires more involvement by classroom teachers, making them a member of the IEP team and allowing them to work with special educators. Also requires IEPs to outline proactive behavior management.
Requires state to offer mediation services between teachers and families.
