Although the FBI had screened federal employees, Hoover, the FBI director, had wanted the HUAC to help pick out Communists from the loyal American population. He wanted to focus on holding public trials to publicly expose and punish the Communists trying to undermine the government but also the Communist sympathizers working for the government. With this plan in place, Hoover led agents to find Soviet spies. Hoover's plan for the HUAC was a step in making right in the United States.
