As king, Afonso II continues many of his father's defensive strategies, including the donation of land to religious and military orders. Under his rule, Portugal also formed its first proper assembly of representatives, Cortes de Coimbra.

The Cortes produces the first approved Portuguese legislative compilation, calling for a focus on good defense of existing borders, rather than expanding territory.
