After Shannon Carter was classified with a learning disability, she was evaluated for an individualized education program as required under IDEA. Carter's parents did not believe the program was appropriate, so they enrolled her with a private school while they challenged the school district. The state and local educational authorities decided the IEP was adequate. Carter's parents then sued in Federal District Court. They claimed the school did not provide a "free appropriate public education" as required in IDEA. The district court ruled against the school district and required the school to reimburse Carter's tuition for the private school.
