The night of Saturday, November 28, 1998, Debbie Sloan met a man she didn't know, John Annibel, at a now-shuttered local bar in Laytonville, before getting into his car to head to a nearby motel together.

Deborah (sometimes spelled Debra), or Debbie, was strangled to death. Her body was found on November 30th, down an embankment, by a road crew that had been checking the area for storm damage. Annibel has been convicted of her murder and is currently in prison for it.

Annibel is also the primary suspect in the 1980 murder of his then-girlfriend Andrea LaDeRoute, a Tolowa woman. He is also a suspect in the 1976 murder of Sherry Lynn Smith.

In 2012, Debbie's 22-year-old daughter Rachel Sloan of the Cahto Tribe of the Laytonville/Hopland Rancheria disappeared from her hometown of Laytonville. In May 2013, Rachel's burned remains were found in an abandoned refrigerator by railroad tracks about 10mi south of Laytonville. She died from a gunshot wound to the head. The remains were identified as hers through DNA in 2015. As of 2022, her murder remains unsolved. Rachel's paternal grandfather is rumored to have committed incest with his daughters and granddaughters. Both Debbie and Rachel were reportedly involved with drugs at the times of their deaths.

Rachel is Native American on her father, Allen Sloan's, side. Debbie herself seems to have not been Native. Rachel was 8 or 9 years old at the time of her mother's death.
