While not blatantly written as such, this law began the bloodletting. The party line was that the law came in to effect due to increasing violence. One politician noted:
"A peaceable nation such as we are cannot and should not allow the escalation of petty disputes to destroy the pillars of Science, Friendship and Prosperity that have come to hold up our society. The Scientist would not be proud if sat and did not address the issue at hand."
So the law was written:
"On this day of 10 January 2062, The Citizens Government for Safety and Longevity, hereby announces that the protection of all citizens is a right that all people within the confines of the forcefield are entitled to. Therefore, this act will (1) make provision for the compilation of a register of the population for the issue to all persons; and (2) will allow law enforcers to note persons involved in a dispute and document the number of repeated offenses. Identification is to include: Name, DoB, Occupation, Ability (if any), Height, Weight and Place of Residence."

It was common for anyone in a government position to carry ID, but this was the first of a general ID to be instituted. For most, it was a minor cataloguing. But some saw the writing on the wall.
There would now be available documentation of every single person in the city. You could be found and very much about you could be known. They would also know what of the many abilities were out there. While this was not necessarily a secret, there were many Guardians or halfguards who had mundane jobs that did not depend on their ability, so they rarely if ever tapped into it. To all their friends and acquaintances they might as well have been normal. Not any more. They would forever be different, even if they weren't.
This was the beginning of a series of laws that would get progressively more strict in order to stamp out any descent.
