Khomeini forms the Council of the Islamic revolution, could veto Bazargan's policies.

New groups:
1. Committees: vigilante groups organized locally to prevent a counter-revolution. Enforced Islamic rule, arrested people randomly.
2. Revolutionary Guard (Pasdaran): created after a leftist group assassinated a powerful cleric in May 1979. Became an army to those loyal to Khomeini.
3. Revolutionary Tribunals: executed, without fair trials, former Shah gov members, army, and SAVAK
