Proclamation
Description:
- Declared all slaves to be freeing areas under rebel control (exempting conquered areas of the South)
- Criticized for not abolishing slavery everywhere
- Led to (more) slaves in the South leaving plantations, increased morale in the North
- Partly designed to keep England from joining the war on the side of the South
- Changed the object of the war from reunification of the Union to abolishing slavery
