Count Johann von Bernstorff, the German Ambassador to the US, notified Robert Lansing, Secretary of State, that Germany would bring back its unrestricted submarine warfare to terminate Britain’s blockade of German supply ports. Within two days, President Wilson declared that he cut off diplomatic relations with Germany (State.gov).
