Description:

SIr George Paul was High Sheriff of Gloucestershire in 1780. He was disgusted by his inspections of prisons and by John Howard's report.

After the Gloucestershire Act in 1785, he and an architect designed a new prison, which was opened in 1791. It became a model for other, more modern prisons.

The prison:
- had a tall, spiked wall so it was secure
- was made healthier with large, heated cells, fresh air and decent food
- had convicted/awaiting trial and male/female separations
- attempted to reform prisoners, introducing long periods of self-reflection
- had a uniform
- disallowed pets or games
- had no irons (chains)
