The Confederate attack on Fort Sumter happened in April 1861. At that time, seven states had left the Union. In the months that followed, the eight states that allowed slavery in the Upper South faced a difficult decision. Would they secede or not? In the end, four of them remained in the Union despite their reservations. These states were Maryland, Delaware, Kentucky, and Missouri.
