- reasons: Truman doctrine + preoccupations bc of the Prague Coup (AND for economic reasons as it would create them future markets in Europe)

WHY DID THE USSR REFUSE ?
Molotov ( foreign minister of ussr) shows up to the conference in paris
Soviet intelligence informs stalin about new info on the marshall plan after 6 days in paris – this info confimed that america didnt really want the ussr to be part of the plan, was only for « le geste »
USSR forbade Poland and Czechoslovakia from joining the program
