Description:
A group of US Military Officers and Intelligence Department personel gather for a meeting to discuss the assassinatin of JFK. Under the knowledge that a far worse action was being planned by a World Wide Crime Syndicate.This group found it necessary to create Q to gather intelligence and develop a strategy to defeat the Crime Syndicate that planned to Destroy The United States of America and murder all it's citizens. With respect for JFK, the honor of serving the US in their current positions, they were bound by their oath to create the group. To defend the US from enemies both foreign and domestic.
Q is the 17th letter of the alphabet, making 17 a relevent referance to Q by people who may or may not be privy to the Intelligence and defenders of the US.
