Description:

To response any possible Rus attack, Constantine gave his Domestic permission to split off portions of the Pontic Diocese into two new themes. The first of these was the Theme of Paphlagonia, which with a local fleet and marine force that acted to counter further Rus raids that might be launched again northern Anatolia. The second was the theme of Chaldia, which more focus on land forces that were expected to be able to move into Eastern Paphlagonia to reinforce the region should the Rus attack.
