While Kelles had surrendered, Imperial troops had begun arrangements for conducting an occupation. They weren’t part of the Empire, not yet, but hearing about this part of the Imperial agenda, pro-Imperial Kellan saboteurs in Hilldale questioned it. What was the point of putting them under occupation if they were just going to use basically the same policies on the region as if they were already annexed by them? They sat down together to discuss the issue. All factors considered, like the upcoming Imperial timed orbit on December 19th, along with a Kellan timed orbit on December 16th, it would be difficult to assert maximum legitimacy over Kelles in a time like that if a proper government wasn’t set up for the region. It wasn’t really like for the Empire to move this fast with things, but it definitely saw the point the Kellans were trying to make, and agreed wholeheartedly with it. They took the time to discuss other issues as well, most of them framing on what Imperial administration over Kelles would look like, and how the local and federal governments should interact with each other.

The Emperor, informed about what was happening in Hilldale, was ecstatic about it. He’d never heard an instance of this much clarity coming from the people of such a newly taken region, seeing it as a sign that they were willing to communicate their wishes and their issues to the Empire even this early on. Even if a short occupation would allow the Imperial government to assimilate Kelles further before annexing it, the more they looked at the points of discussion, the more they began to agree that there would be little difference between occupation and annexation anyway. Especially taking their timed orbits into account, it would be more than helpful to set in stone what they were trying to do as soon as they could. At 9:30 PM on December 11, 2023, Imperial military officials and their Kellan supporters signed the Treaty of Hilldale, formally ceding the region to the Neobro Empire, but while also outlining a very specific but nevertheless extremely respectable framework to follow in administering the newly proclaimed Realm of Kelles, a new region of the Empire that would hold great autonomy and one which withheld the right to make most of its own laws and enstate its own policies as long as they didn’t break the terms listed in the treaty.
