Description:

Was intercepted and decoded by British in January 1917. Germany tried to persuade Mexico to join the war. The note said that Germany would help Mexico get back New Mexico, Texas and Arizona. Texans, in particular, were angry that Germany was offering to return Texas land to Mexico.
