Sometime in 2018, Bigg Building was constructed on the former site of the Happy Family Home orphanage. The building had 50
listed floors used as office spaces with the "top" floor reserved for the Committee of Prosecutorial Excellence, but there also existed a secret 51st floor who's existence was knowon by a select few, including Excelcius Winner. This floor was used as storage for evidence from closed cases, forgeries, and smuggled goods involved in the Cohdopia Ring, all saved for sale during the illicit Black Market Auctions that took place behind closed doors hosted by Winner. Allegedly, Excelcius Winner arranged for Bigg Building to be built where it was to further cover up the assassination of Zheng-Fa President Di-Jun Wand from 12 years ago.
