Others now have the scientific knowledge that the Scientist had. He is still heading the team, but he's getting old fast. The scientific branch that has been created does not have the full understanding that he does. They are trying to solve one problem: dealing with the waste. He sees the generation of poison waste as a problem. But at this point, most people want to continue this 'better' life. The energy source is now a real necessity and the wast products are a necessary biproduct of everyday life.
