Description:

Federal grants were provided to schools to fund programs for children with limited English-speaking ability. This was especially inspired to help Hispanic students where many Spanish speakers could not grasp curriculum so well and ultimately enabled for many more Hispanic students along with other bilingual to succeed in today's education system, break the language barrier, and learn English compared to before.
