The basis of the post-war welfare state
- Everyone of a working age would have to pay National Insurance every week
- Benefits would be paid to the sick, widowed, retired and unemployed & there would be an allowance to families.
- A new insurance scheme should cover all in society
- It should cover all contingencies
- It should provide universal benefits
- Social security should be one element attacking the five giants- want, disease, ignorance, squalor and idleness
