Description:
The Washington Naval Conference was a good idea in practice and indeed did do some good things for collective security(mainly the open door policy for china to maintain their sovereignty), but, it lacked in a way to enforce any of its decisions. This issue was most prevalent with japan and there was no incentive for them to follow the guidelines if they could just get away with it. Overall, the conference was a plan to calm pacific tensions and for a time it worked, but the underlaying issues with it began to show in the 30's.
