Havana and Washington have implemented two accords to address the issue of thousands of Cubans attempting to enter the United States. In a sudden policy change, President Bill Clinton called for all Cubans rescued at sea to be brought to the US naval base. The agreement allows more than thirty thousand Cubans detained at Guantanamo Bay to enter the United States on parole status.
