“In 280, one official warned that because the Chinese population in the northwest had become
sparse since the early third century, non-Chinese people (rong 戎) now lived in areas
reaching as deep into the interior as the modern cities of Xi’an and Anyang. He
cautioned that, although they were now at peace, in the event of a future disturbance
their cavalry could reach the Chinese capital at Luoyang in less than three days.38” pg. 10
