John Taylor, an advocate for protecting the lives of colonists over preserving indigenous alien ecosystems, is elected civilian administrator of the Tau Ceti 2 colony and immediately pushes for independence from Earth. In response and at the behest of the colony's corporate backers, a delegation arrives from Earth and finds widespread active destruction of the planet's native ecosystem.
