Description:
PROS:
- Allowed dissenters freedom of worship - not expected to Church of England services
- William used power in church courts to prevent persecution of Catholics
- Catholics generally allowed to hold mass without disturbance
- Quakers exempted from taking oaths; they could 'swear' instead
CONS:
- Did not repeal Test Act
- Did not apply to Catholics
- Dissenter meetings still closely monitored and their doors had to be locked
- Non-Anglicans could not hold public office, attend university, be a lawyer or practice medicine
- Dissenters still had to pay tithes to Anglican church despite not attending it
