- Free and regular elections
- Army could not be raised in peace time without parliamentary consent
- Mutiny Acts: King could not court martial w/out parliament's consent, king had to recall parliament every year to renew the act
- Monarch still free to appoint own advisers, had control of foreign policy and war
- Did not create a procedure to remove arbitrary monarchs
