ultimatum
Description:
Austria denied extending Serbia's decision time requested by Russia.
When Austria read the response, Serbia agreed to all the terms except one. They also said if Austria did not accept the response, they could hold a conference.
Because of the response, Austria consulted Germany, more specifically the head of the Germany army since Wilhelm was still on vacation. Germany deeply urged Austria to go to war since it has practically been a month since the assassination.
Austria then asked their head of the army to mobilize when they didn't have any army.
