Description:
This comes so late because Czar Nicholas II and Raymond Poincare were having a meeting so they sent it to Serbia after Poincare left Russia so Serbia did not have to alert Russia and France so quickly and thus plan together.
Once the ultimatum arrives, the Serbs had 48 hours to respond or it would be war. The ultimatum is purposefully unfair to Serbia so that when the Serbs reject the terms, people would view Austria less harshly.
