1917: Wilson asks Congress for declaration, wants to go to war in order to "make the world safe for democracy." Most of Congress are in favor of war. Vote 373-50.

Jeannette Rankin votes no (her first significant vote). First women in Congress. Votes no on behalf of women (representing mothers who would never vote yes). Thought women would have important responsibility to stop wars. Only person who voted no on WW2.
