Quick Recap- why reconstruction failed:
1. A DEEP heritage of racism that no law could change. Led to Black Codes (and later Jim Crow Laws).
2. Local southern govs (which Southerners trusted more than the Federal gov) did not support reconstruction (see point 1).
3. Many white Northerners were indifferent; didn't care for civil rights, wanted everything to be done with.
4. The Panic of 1873; a short depression that distracted from the civil rights movement.
5. Property rights: large landowners before the war were still large landowners after the war (they perpetuated sharecropping).
