jan 1, 1913 - The Legislature of 1913 then passed House Bill 653 that provided for the operation of the initiative and referendum. 23 states allow for citizens to initiate popular referendums, and one territory, the U.S. Virgin Islands. The popular referendum was first introduced in the United States by South Dakota in 1898, and first used in 1906 in Oregon, two years after the first initiative was used in 1904, also in Oregon
