San Francisco passed the City and County of Refuge Ordinance in 1989. This policy is also known as the Sanctuary Ordinance. With this step in progress, officials or city employees are prohibited from using the city’s funds or resources to assist Immigration and customs enforcement (ICE). The ordinance promotes public trust and cooperation. It has been helping the community to be safe; regardless of immigration status, anyone can call the police and fire departments in an emergency.
