Ford became President under the worst circumstances. He was coming into a government involved in the Watergate Scandal. In 1974, Ford decided to pardon Nixon for any crime he had committed in office. This caused much talk among citizens. When asked why he did it, he stated that this was the only way to continue with his government was to pardon the former president. This was the only way to move on from the Watergate Scandal.
