Ideas originated as far back as 1815 after War of 1812. Clay wanted to seek solution to the weakness of the federal government during the war. Proposed three things:
1) Federally funded internal improvements
2) Implementation of protection tariffs
3) National bank
2 and 3 were passed. Cited as a turning point for increase in federal government power
