The only major problem with the Civil Rights act of 1964 was that it did not address or abolish the legal and illegal methods that whites used to deny colored people their voting rights. President Lyndon B. Johnson said that "The vote is the most powerful instrument ever devised by man for breaking down injustice and destroying the terrible walls which imprison men because they are different from other men."
