The terms of the Triple Alliance between Italy, Austria-Hungary and Germany does not bind it to join an offensive war, only a defensive one. Italy declares it's neutrality on the 31st July 1914.The United States also declare it's neutrality. President Woodrow Wilson stated that the USA will not intervene in an European war.
