There had always been doubts about Cortés:
- Velázquez had initially told him not to colonise and he did anyway. Since then Velázquez had always spoken against him.
- There were lots of rumours and eyewitnesses accounts about Cortés stealing gold and not giving it to the crown
- King Charles I wanted to be able to control the New World, and he began to worry about the amount of power Cortés had

In 1528, Cortés decided to go to King Charles I with gifts and Montezuma's sons, but it didn't work. Charles decided to give governorship of New Spain to one of Cortés' enemies, but allowed him to keep title of captain-general. This effectively removed all of his power
