Description:
- Stalin, Zinoviev and Kamenev formed the Triumvirate. they now led the party.
- Trotsky said that the party had become too bureaucratic and less democratic in his speech. Despite being a brilliant speech, he was easily defeated in the vote because Stalin packed congress with his own delegates.
- Trotsky could have appealed to supporters but he had approved the ban on factions and was unwilling to split the party.
- Stalin undertook all bureaucratic roles in the party which allowed him to take control
